Applicants must be U.S. citizens and must be receiving the Pell Grant as part of their financial aid through FAFSA. The Gilman Scholarship seeks to fund students who have been traditionally under-represented in study abroad and those who whose study abroad program is well aligned with their academic and professional goals.

Additional funds (up to $3,000) may be awarded to students studying critical need languages, such as Korean, Japanese, Chinese, Arabic, Russian, Swahili, etc. on their program (see list of critical languages) There is also a STEM Supplemental Award of $1,000 for students conducting STEM-related research on their program.
